INTERNATIONAL STUDENTS DORMITORY REGULATIONS
PART 1 HOUSING POLICIES
Article 1 The international students who registered in Hubei Polytechnic University shall live in the international student dormitory provided by the university.
Article 2 The international students shall lodge in rooms designated by School of International Education. Except for special circumstance, nobody is allowed to change rooms arbitrarily.
Article 3 The international students may choose the room type when they register under the circumstances that there are spare rooms; the students shall comply with the arrangement made by the School of International Education when the room source is insufficient.
Article 4 The international students shall pay off the accommodation fee for one academic year in one time when they enter the university. They also pay 200 RMB as the deposits for items in rooms which will be refunded when they leave school.
Article 5 Before lodging, the international students should check off the items in rooms with the item list in the Dormitory Contract; they should sign on the contract if the items in rooms are in line with the items list. Compensation is required if any item is missing or broken during usage.
Article 6 The international students shall comply with the routine of the day of the university. The door of the international student dormitory will be closed at 23:00 per night and the students must return dormitory before that time.
Article 7 The dormitory keys can only be used by the students themselves; duplicating and lending the keys to others are not allowed.
Article 8 When the students return to their countries or go out for travelling, they should not lend their rooms to others. They also should not conduct activities that violate Chinese laws and school rules through international student dormitory.
Article 9 Foreign students should not privately accommodate others or transfer or lend their beds (rooms) to others.
Article 10 Boys are not allowed to enter the girl’s dormitory and vice versa or 100 RMB will be fined.
PART 2 POWER AND WATER POLICIES
Article 1 Each student will be provided with 8 kwh of electric power and 3 tons of water for free every month; they should pay for the exceeding amount on time each month.
Article 2 The use of high-power electrical appliances such as electric water-boiler, electric oven, electric heater, and electric stove in rooms are strictly prohibited. Once discovered, the items will be confiscated and disciplinary punishments will be given accordingly.
Article 3 If international students want to purchase household appliances besides those being equipped by the university, they shall submit a written application to the School of International Education. They can purchase and use the household appliances only if the application is approved.
Article 4 If the electric appliances or circuits in rooms go wrong, foreign students shall report to the dormitory administrations. The electrician will be called by the administrators for repairing work and foreign students are strictly prohibited to dismantle or repair by themselves.
Article 5 The power source of all electric appliances shall be disconnected when there is nobody in rooms so as to prevent fire hazard.
Article 6 It is strictly prohibited to use gas in dormitory. Once discovered, the gas appliances being used will be confiscated and a disciplinary punishment will be given accordingly.
Article 7 If fire hazard or other accidents are caused due to the violation of above regulations of power utilization, the person liable shall bear corresponding responsibilities and compensate all losses. The criminal sanctions will be given by the judicial authority to the person liable of a serious nature.
PART 3 VISITING POLICIES
Visitors are required to show their credentials which are sufficient to certify their identities before visiting. They also need to conduct the following procedures and comply with the following provisions:
1. The visitors shall seriously fill in the visiting sheets item by item according to the regulations after the dormitory administrators get in touch with the international students who agree to the visiting; they exchange their credentials with the visiting sheets and then are allow to visit the international students.
2. Meeting visitors during study hours is not allowed.
3. Meeting visitors after 21:00 is not allowed.
PART 4 OTHER POLICIES
Article 1 The international students shall comply with ethical standards, develop civilized conduct, maintain the cleanness and beauty of the dormitory, and make all daily utensils clean, tidy and orderly. Students shall not place articles randomly and the personal articles at public places, otherwise the dorm administrators will treat these articles as wastes. Students shall keep the washrooms, bathrooms and toilets clean and sanitary. They should not smoke at public places and throw any articles out of the building. The garbage shall be emptied at designated place and pets are not allowed to be kept within the dormitory.
Article 2 The maintenance costs for the blockage of sewer caused by uncleanly sanitation shall be bore by the person liable or allotted evenly among students living in that room for the responsibility can be clearly confirmed.
Article 3 Students shall consciously protect the facilities in public area, clean public area regularly, and keep the public area clean and sanitary.
Article 4 Students shall conserve water and electricity.
Article 5 To ensure the safety of students’ property, the students who want to borrow the keys from administrators must show their credentials before they have the keys.
Article 6 The students shall keep the international student apartments quiet and should not conduct activities which influence the study and rest of others in the dormitory such as dancing, making noise, excessive drinking, and playing music loudly. Once discovered, the relevant equipment will be confiscated and the students liable will be punished according to the regulations of International Students Handbook carried out by School of International Education and the security department.
Article 7 For students’ safety, nobody is allowed to leave dormitory after 23:00. If students have urgent issue and must leave the dorm, they shall get approval from the instructor and leave with their passport and student card. Anyone who breaks the gate or climbs down along the pipes will be considered as severe violators and accept all the corresponding consequences.
Article 8 For the health and safety of people on campus, students must keep the campus tidy and beautiful. It is not allowed to throw anything out of the window, and those who does it will be considered as severe violators and accept all the corresponding consequences.
Article 9 Students should not damage, dismantle, remodel, or remove the equipment and articles in dormitory buildings and rooms, and doodle inside or outside the rooms. Violators will be required to restore the original state and pay full prices and be given corresponding punishment according to the seriousness of the case.
Article 10 Students who use the network in International Student Dormitory are subject to the regulations of IT center of HBPU. The users should not conduct illegal activities that damage China’s national security or disclose the national secretes by means of network; the users shall not produce, browse, duplicate or disseminate any information which hinders the public order and public virtue as well as pornographic information by means of network. At the meantime, the user shall apply for real-name accounts to the IT center of the university and connect the dormitory network by real-name accounts. The expenses shall subject to the relevant regulations issued by IT center.
Article 11 Students shall return the dormitory keys and the deposits will be refunded when they graduate and leave the university or move to other domiciles.
Article 12 The students who lose the qualifications to be students in our university shall leave school before the prescribed date. The university will no longer provide housing for those students since the prescribed date, and the university will have the right to deal with anything left behind in the rooms.
Article 13 The rules mentioned above must be followed strictly. The students who violate the regulations will pay fines or be ordered to leave the dormitory according to the seriousness of the case. For severe cases, the School of International Education will report to relevant departments of HBPU and put expulsions on the violators.
PART 5 International Students Accommodation Registrations
Article 1 According to Chinse law, foreigners must apply for residence registration at the nearest police station within 24 hours after their entry to China (no expense).
Article 2 The international students who will stay at the dormitory of HBPU must apply for temporary residence registration at Tuanchengshan police station within 24 hours after arrival, accompanied with the staff of the Office of International Relations (no expense). The registrant must be the students themselves.
Article 3 The international students applied for long-term residence at HBPU must report to the responsible instructor and follow Article 2 when they leave Huangshi, move to other domiciles or return to school from their country.
Article 4 The hotels which provide accommodation to international students should take registration for them according to the regulations of hotel industry, and report the relevant information to the local police. The international students should fully cooperate with the hotels.
Article 5 The international students who live outside the university but not in hotels should register at local police within 24 hours after lodging in.
Article 6 For registration, the international student should provide the officer with his or her passport and 2 copies of photos, which is bareheaded, in white background and 2-inches in size.
Article 7 For those students who haven’t register on time, the local police will charge a fine of 500 RMB per day; the students should bear all the legal and economic responsibility for late registration.
Article 8 The students who violate the regulations of the residence registration will not only get punished by the police but also by the university: warning for violating once, serious warning for violating twice and expulsion for violating three times.
Article 9 When studying at HBPU, the international students shall live in the dormitory. The students cannot live outside the university without permission from HBPU, or they will be punished by keeping in custody by the police.
Article 10 The international students shall fill in the vacation whereabouts registration form with seriousness, carefulness and honesty. The students should bear the consequences caused by unreal report, misreport or underreporting.
